Has Inspector Ringo lawfully arrested Max?
Given that Max may have committed a large number of offences (see Thread 6) it is important that Ringo completes the formalities of arrest properly so that everyone knows where they stand. Note that reasons for an arrest need to be given as soon as practicable. This might be an issue here as the arrestee is in the middle of an angry crowd.
Consider also the issue of Article 5 ECHR and the need for the restriction
on Max’s liberty to be both legitimate and proportionate.
