Is the use of horses lawful?
The only possible justification for this arises under the duty to keep the peace and power to do anything reasonable to keep it mentioned in Thread 5. It is very difficult to see how this could be justified but I’d be interested to hear from students who think it could be.
Although the protestors are ignoring the police and blocking the highway
their actions are non-violent and this has clear implications for the level
of response the courts will permit the police to mount.
